SACA welcomes County Administrator Ed Gilligan as speaker for the September 2017 General Membership Meeting

The County Administrator manages the day-to-day operations of the County; implements policies and programs approved by the Board of Supervisors; acts as a liaison between the Board Of Supervisors and the external departments (i.e. Judicial System, Treasurer, Assessor, etc.) and has direct supervision over the internal departments (i.e. Finance, Information Technology, Elections, etc.) One of the main functions of the County Administrator is to develop and implement a $186 million budget. Mr. Gilligan became County Administrator in February 2017 after working as Deputy County Administrator. Previously, he was Chief Probation Officer for the County managing adult probation services including juvenile probation and detention services. Mr. Gilligan holds a Bachelor of Arts degree in Psychology and a Master of Science in Management.
