Biographies:

Michael T. Reinbold, Development Partner El Dorado Holdings, Inc.  

As Development Partner with El Dorado Holdings, Inc. (EDHI), an affiliate of El Dorado Benson LLC, Michael T. Reinbold is responsible for all company oversight and direction including: business strategy, real estate planning and development, accounting, finance, financial analysis and third party consultants.

Over the past forty years, Michael has been both a Principal and Senior Executive at major real estate development companies. He has extensive experience in all aspects of real-estate, including horizontal infrastructure and vertical structure development.

Prior to his affiliation with El Dorado, Michael was a Senior Executive and Principal at Barclay Associates, Inc. (BA), a major development company, located in Newport Beach California.  BA was active in all facets of real estate development ranging from single family home building to high rise office buildings and large scale master planned communities.

Michael is active in numerous charities and has been a guest lecturer on public finance and real estate development.  He majored in economics at NAIT, but his growing business success led him to a full time role in real estate development.   

EDHI has been active in the Arizona real estate market for over 25 years.  The company has developed multiple master planned communities totaling over 35,000 residential lots, in addition to commercial, office and multifamily properties.  The development activities have created entire cities growing from 450 to over 47,000 people during an 8 year period.  The company has also owned and operated major utility companies including water, waste-water, cable TV systems, and partnered in the development of electrical distribution systems.

Jeffrey Fleetham, ROC Director

Governor Doug Ducey appointed Jeff Fleetham as Director of Arizona Registrar of Contractors (ROC) effective February 9, 2015.

He came to Arizona when his father moved the family and his business from Oregon in 1959. In 1962, Fleet Construction was founded and was licensed in the State of Arizona until recently, when Jeff’s brother closed the business.  He currently lives in the house he grew up in and has three children and four grandchildren, all currently living in the Phoenix-metro area. Jeff attended Tavan grade school and graduated from Arcadia High School in 1970.

Director Fleetham’s background includes construction, consumer products, consulting, and dispute resolution in both public and private sector industries.  He owned 12-88 LLC, a residential project consul
ting and dispute resolution company, licensed as a B-3 General Residential Remodeling Contractor.

Director Fleetham previously worked as an investigator with Arizona Registrar of Contractors from Jan. 2007 to Sept. 2013.


He serves on several councils and boards and in mid-2015, the National Association of State Contractors Licensing Agencies’ (NASCLA) Executive Committee elected him to their Board of Directors.

In addition to NASCLA, Director Fleetham is a member of Arizona Building Officials (AZBO) – where he was named Member of the Year 2013/2014; Central Arizona Chapter of the International Code Council (ICC); International Code Council – holding multiple certifications; and the National Federation of Independent Business (NFIB) Leadership Council.

James Hanson,ROC  Chief Counsel

James Hanson is an Arizona native and serves as AZ ROC’s Chief Counsel. After graduating from Paradise Valley High School, he attended Thomas Aquinas College, in Santa Paula, CA, where he earned a Bachelor’s Degree in Liberal Arts. 

After graduating, Chief Counsel Hanson worked briefly at a winery in Oregon and then moved back to Arizona to begin teaching Latin at Veritas Preparatory Academy, a charter school in Phoenix, for six years. 

While teaching, Chief Counsel Hanson attended the Sandra Day O’Connor College of Law at Arizona State University, where he received his Juris Doctor and also obtained a Master’s Degree in English Literature. 

Chief Counsel Hanson practiced construction law in Scottsdale at a private firm prior to joining AZ ROC. 

Mr. Hanson as recently been elected to serve on the Arizona Bar Construction Law Section Board.

Jeff Wills, ROC Chief of Compliance

Jeff Wills began his construction career in 1999 working as a third-party inspector for Motorola at their Chandler, AZ location within their clean room and fabrication facilities. A short time later, he moved on to Intel Corporation inspecting clean room stainless steel piping and connections for microchip production. 

In 2001, Chief Wills went to work for a large national homebuilder in the Phoenix-area as a Warranty Customer Service Representative and within a few years he was afforded the opportunity to supervise the customer service department as the Director of Warranty Customer Service. 

In 2005, he was asked to oversee the warranty customer service department and their JD Power rating system of a competing national homebuilder. As with many in the industry, though, due to the economic downturn during that time, he was forced to change gears and in Oct. 2007 Chief Wills went to work for AZ ROC as an Inspector. While there, he performed numerous jobsite inspections as well as working on other projects within the agency. In Dec. 2012, he was promoted to Assistant Chief of Inspections supervising 18 Construction Inspectors statewide. 

In late-summer 2013, Chief Wills returned to the national homebuilding scene accepting the position of Special Projects Construction Manager. In this position, he oversaw and managed class action lawsuit repairs, difficult construction situations and day-to-day homeowner and contractor interaction. 

Knowing Chief Wills’ public and private experience, Director Fleetham asked him to return to AZ ROC to serve as the Chief of Compliance in Mar. 2015. In this position, Chief Wills and his staff are tasked with ensuring all licensed contractors are performing work in a professional and workmanlike manner; adhering to the rules and regulations set forth by the State of Arizona. Chief Wills and his staff also ensure unlicensed entities operating outside of statute and state law are penalized and cited within the boundaries of Contracting Without a License. 

Wilma Dengavi, CPM, ROC Assistant Director of Licensing and Finance

Wilma Dengavi began working for AZ ROC in 1995 and has had oversight over various administrative and financial services including: Agency Business Operations, Call Center, Information Technology, Human Resources, Mail Room, Purchasing, Accounting, Payroll, Budget, Audit, Leases, Vehicles, and other Administrative and Finance related functions. In December 2005, Wilma was appointed to the position of Assistant Director over Administrative and Financial Services, in late-2009 assigned oversight over AZ ROC Recovery Fund and the ROC Examination Program, and in 2012, oversight over ROC state-wide support services. 

Asst. Dir. Dengavi also serves as AZ ROC Tribal Liaison and sat on the Agency Incentive Pay Steering Committee, Transportation Committee, is a member of AZ ROC Administrative Team and served as the Agency Ombudsman from 2005 to 2008. 

She holds a Bachelor of Science Degree in Business with an emphasis in Accounting, later earning the designation of Certified Public Manager from ASU. She has over 35-years of experience in; Local, Tribal, Federal and State governments, is a former Treasurer of the Hopi Tribe, member of the Arizona Affirmative Action Association, NASCLA Accredited Examination Program Committee, the Government Finance Officers Association, National Institute of Government Purchasing, Economic Development Board, and a current member of Arizona and National Society of Certified Public Managers. 

Jim Knupp, ROC Public Information Officer, Legislative Liaison and Ombudsman

Jim Knupp joined AZ ROC in late-April 2015 and serves as the Public Information Officer, Legislative Liaison and Ombudsman. 

Mr. Knupp earned a BA in Political Science and International Studies from Wright State University, in Dayton, OH. Also in Dayton, he worked for a Member of the U.S. House of Representatives serving in various capacities from 2005 to 2010. 

In 2011, he moved to Arizona and began working for another congressional member in the representative’s Flagstaff and Casa Grande, AZ offices as an Office Manager, Business Liaison and Outreach Coordinator. 

For the two years prior to joining AZ ROC, Mr. Knupp worked in Pinal County, AZ as the Public Information Officer for the Pinal County Attorney’s and Sheriff’s Offices.
